The hope that labor market policies can improve unemployment is waning. However, these contributors offer recommendations for improvement, including developing better targeting techniques and designing better measures, implementing and delivering more efficiently, and achieving better performance through benchmarking. Contributors describe the inconsistencies between changing patterns in the use of active labor market policies and what evaluations tell us about their performance, the varying use of tax credits, employing the unemployed as unemployment counselors, the shift from unemployment to inactivity in the UK, and Flemish social enterprise policies and results.
